I don't know what the orders were. You'd think the 9/11 Commission would have wanted to know. Why didn't they ask Cheney? Why didn't they ask the young officer that asked him if the orders still stood? You mentioned three possibilities. I think we can rule out the first one ("Shoot them down"). Check it out
